Should schools be responsible for off-campus bullying? According to the U.S. Department of Education, a school has a duty to intervene in any situation that administrators believe involves harassment or bullying.

"A school is responsible for addressing harassment incidents about which it knows or reasonably should have known," the department said.

The department recently released its report, "Analysis of State Bullying Laws and Policies," which details policies and requirements each state has put in place to prevent bullying and harassment.
