The CLEC orders EEL using the industry standard Local Service Request (LSR) for loops, and loops with non-muxed Interoffice Transport and use the Access Service Request (ASR) for Interoffice Transport with multiplexing either by fax or the Internet using the Integrated Request Entry System (IRES).
